"I am extremely disappointed with the horrific actions that happened in our classroom today," Monica Goldson, executive director of the district's school district, told reporters.
The video, obtained by NBC Washington, appears to show that students and teachers are being hit while staff and students are trying to break the fight.
Police said the teacher contacted the student's parents Thursday, angering the teenager.
The student confessed to stepping on the teacher's leg and "bumping" her shoulder, police said, adding that the teacher then assaulted the student.
"After they separated, the student grabbed the teacher from behind and repeatedly hit him.
The allegations come a week after a Texas teacher was captured on video repeatedly punching and stepping into solitude again south of Austin.
The teacher, Tiffany Lankford, was promptly removed from the classroom and later charged with aggravated assault, officials said.
A student's family lawyer said in a statement that the teenager had lost consciousness and vision and appeared to show early signs of traumatic brain injury, according to NBC collaborator KXAN.
