WASHINGTON – Sen. Joe Manchin, DW.V. crossing.
But he added that it would be open to Democrats, who are passing more important legislation such as party-by-party voting reforms – if senators first get enough room for bipartisan negotiations.
“I will not change my mind on this,” Manchin said in an interview with Meet the Press.
“We need to listen to the minority to make sure the majority does it right.”
The Philibuster effectively sets the bar for most legislation with 60 votes in the Senate, which means Democrats currently need the support of 10 Republican senators to move much of their legislation across the finish line.
Progressives are putting pressure on Senate Democrats to remove the filibuster, arguing that lowering that threshold is the only way to make President Joe Biden̵
Manchin has repeatedly refrained from these calls, although on Sunday’s broadcast he said he was “ready to consider” ideas to make the filibuster “a little more painful”, such as requiring lawmakers to take the floor for marathon speeches if want to use the procedure.
There is another option, reconciliation, which allows the Senate to pass a limited number of budget-related bills by simple majority each year.
It is a process in which Senate Democrats passed their $ 1.9 trillion Covid relief bill with just 50 votes on Saturday and one that Manchin said could be back on the table if bipartisan talks fail in the future.
“There is no need for reconciliation until the other process fails. This means a normal commission process, hearings, amendments, “he said when asked if reconciliation could be used to pass voting reforms in the future.
Democrats in parliament just passed a major bill to reform ethics and voting last week, but the legislation is unlikely to receive much bilateral support. There are strict rules about what types of provisions can be classified for passage in reconciliation, so it is not clear how many of this bill can survive the reconciliation process.
“I’ll think about it if we have to go to reconciliation, if we have to do something,” Manchin said, “but only after my Republican friends also have a chance to have their say.”
Manchin, one of the most moderate members of the thin majority of Democrats in the Senate, has considerable power, given that his party cannot afford a single desertion when trying to pass legislation or nominations by party vote. .
That power helped Manchin secure changes to unemployment benefit provisions in Covid’s relief bill, a request that briefly delayed the final vote.
The bill includes $ 1,400 in incentives sent directly to eligible Americans, as well as other provisions such as temporarily extending the children’s tax credit and extending additional unemployment, as well as health care assistance, state governments and the distribution of vaccines.
The House is expected to pass the legislation earlier this week, sending it to Biden to become law.
