According to NFL Network's Ian Rapoport, the Packers agree to trade receiver and returner Trevor Davis to the Oakland Raiders.

Davis was in the final year of his rookie contract.
The Packers are likely to move forward with the retreating Tremon Smith as a major returning kick. He was denied a ruling by Kansas City executives on Tuesday. Possible freshman receiver Darius Shepherd, who has returned to practice after missing the first two weeks with a knee injury, will take on the role of a major stunt returner.
Smith may also replace Davis as one of the gunners in the coverage departments.  Davis was solid for the Packers against the Raiders during a preseason game in Winnipeg, which may have played in Oakland's desire to add him through trade. He caught five passes for 78 yards and a touchdown in the Raiders' 22-21 win on Aug. 22.
The Packers tried to trade with Davis before the 2018 regular season, but found no contractors.
