A terrifying scene was filmed on video throughwhere a state soldier deliberately crashed a pregnant woman’s car, causing her to hit the middle and turn around.
The officer said he performed the approved maneuver because the driver was speeding and did not stop. Driver Janice Harper said it was not safe to stop, according to CBS News’s Jerica Duncan.
The video is already evidence in a case.
Harper was returning from the movies last July when ArkansasRodney Dunn tried to pull her that she was going too fast.
The video from Dunn̵
Dunn hit Harper’s car about two minutes later.
The maneuver caused the jeep to turn on the highway, hit the inner wall and turn around.
Dunn can be heard calling for EMS before stopping and talking to Harper as he helps her out of the car.
“Are you the only one in the vehicle?” Dunn asks.
“Yes, I’m pregnant,” Harper replies.
Then Dunn can be heard saying, “Well, ma’am, you have to stop when we tell you.”
Harper tells Dunn that her turn signals are on.
“It doesn’t matter, ma’am,” he says.
Harper says, “I thought it would be safer to wait until the exit.”
“No, ma’am, you stop when law enforcement stops you, okay,” Dunn replies.
According to the Arkansas Driver’s License Manual, when stopped by law enforcement, the driver must “activate your turn signal or hazard warning lights to indicate to the employee that you are looking for a safe place to stop.”
A new lawsuit from Harper claims that “there were no exits or a shoulder for [Harper] for safe exit from the highway. “
In the video, Dunn tells Harper that he performed a “PIT maneuver” for “when people run away from us or don’t stop.”
“I didn’t run,” she replies.
Court documents say Dunn “committed a negligent PIT maneuver” – a pursuit technique that put “the life and life of his unborn child at risk”.
Harper told Little Rock Station KLRT that he thought he would lose his baby.
“What if I had kids in the car? I mean, he wouldn’t know. Did that matter?” Harper said at the station. “What was going through his head? What made him think everything was fine?”
Harper’s baby was fine and is now 4 months old. Although the full extent of the injuries is not known, Harpers’ attorney said he had heard from several others that similar things had happened to them.
CBS News contacted the state police for comment and received no response.
