The patient provision program will be available to members of government-funded pharmacies managed by Express Scripts, including Cigna, and other plans. Cigna acquired Express Scripts, the largest US pharmacy management company in December.

This move is followed by the US Food and Drug Administration's announcement Tuesday that it intends to bring competition to the insulin market as a way to lower prices. Commissioner Scott Gottlieb said the FDA would change the way insulin is adjusted so that products that are biosimilar to (or interchangeable) with insulin can be placed on the market.
