The Government of Puerto Rico, Vanda Vazquez, has already declared a state of emergency in anticipation of Dorian. She said the island is in a better position to handle the storm now than they were in 2017.

Barbados had already lost power when Dorian approached. He is expected to gain strength, likely to achieve hurricane status, as he approaches Florida.
